Update to SSR Assignment Specifications within SEB003

During a recent Non-Statutory Inquiry (NSi) a recommendation was received to introduce a formal system of functional safety authorisation, delegation and accountability for hazardous material control in order to provide a clear line of responsibility and accountability for Statutory compliance below the ExCo. Hazardous Materials present a Risk to Life, to manage these it is considered a SSR responsibility to manage hazards associated with Hazardous Materials. The SSR Assignment Specifications within SEB003 have been updated to reflect this recommendation.

Merge of forms EMP03/F/01 and SMP01/F/03

A recent change on the Defence Legislation Support Tool (DLST) has merged forms EMP03/F/01 – Register of Environmental Standards and SMP01/F/03 – Register of Safety Legislation and Other Significant Requirements. To align ASEMS with this change we have updated the forms available in EMP03 and SMP01 to the form available on the DLST titled EMP03/F/01 SMP01/F/03 – Register of Legislation and Requirements. The form is intended to serve both Safety and Environment equally.

Release of SEB 036

SEB036 announces the update of S&EP Leaflet 03/2011 – Equipment Safety and Environmental Protection (SEP) Risk Referral to version 2.0. The leaflet has undergone significant review and rewrite, further details of which can be found on the SEB. Version 2.0 of this leaflet supersedes all previous versions with immediate effect.

Release of SEB 035

SEB 035 announces the update of S&EP Leaflet 09/2015 – DE&S’ Contribution to Mitigating Risk to Life across MOD – to Version 2.6. Terminology has been updated to reflect the responsibilities for the CEO when delegating their responsibilities through the Duty Holding Construct. Further details of the changes to the leaflet can be found on the SEB.

Update of S&EP Leaflet 09/2015

S&EP Leaflet 09/2015 – DE&S’ Contribution to Risk to Life across MOD, has been updated to Version 2.6. Terminology has been updated to reflect the responsibilities for the CEO when delegating their responsibilities through the Duty Holding Construct. This leaflet supersedes all previous versions with immediate effect.

The leaflet can be found within ASEMS Part 2 – Guidance - GMP00 and the update will be announced under a SEB in due course.

Update to the retention period of safety related documentation upon equipment disposal.

A query has been raised regarding the retention period required for safety related documentation upon equipment disposal. Within SMP12 section 12.2.10.1 this retention period was stated as ten years. After review of Defence policy and regulations this retention period is stated as five years. To provide consistency with Defence policy and regulations SMP12, section 12.2.10.1 has been updated to state five years.

Release of SEB 034

SEB 034 announces the release of S&EP Leaflet 16/2021 – Commercial Diving Acquisition. It has been recognised that there was a gap in corporate safety management system arrangements regarding the acquisition of commercial diving services.
